NC Industrial Commission to review workers comp ... - Car Insurance

The N.C. Industrial Commission said Monday it would launch a review of its policies and procedures to ensure workers who are injured on the job are protected from reckless employers.

Acknowledging problems in the state?s workers? compensation system, commission Chairwoman Pam Young said her agency would work with the state Attorney General?s office ?to examine overall strategies and enforcement.?

?We will continue to meet with stakeholders on this very important issue, and, as we always have, the commission will continuously review its operations to make certain they are as efficient and effective as possible,? she said in a statement.

The move comes in response to a News & Observer investigation Sunday that revealed that tens of thousands of North Carolina businesses don?t buy workers? compensation insurance, putting their employees at risk and violating state law.

The state doesn?t track whether employers buy the insurance coverage ? even though the Industrial Commission is notified when an employer lapses ? and often only learns about noncompliant companies when a worker gets hurt and appeals for help. Likewise, the commission typically doesn?t enforce fines ? up to $100 per day without coverage ? and few of those referred for prosecution lead to an arrest or criminal charges.

Young, who former Democratic Gov. Mike Easley appointed to the commission in 2007, refused to comment directly about the problems identified in the investigation. Her statement also doesn?t give specifics about the commission?s review.

?The North Carolina workers? compensation system faces many challenges, including ensuring that employers are providing the necessary and adequate coverage for their employees,? she said. ?The best way for our system to be strong and vibrant is to be sure all participants meet their obligations.?

Democratic Gov. Bev Perdue, who has appointed members of the commission, declined to comment, deferring to Young?s statement.

House Speaker Thom Tillis and Senate leader Phil Berger, both Republicans, could not be reached for comment.

?Start at the top?

Republican state Sen. Harry Brown put the problems raised on Perdue?s doorstep. ?I think it?s got to start at the top,? he said. ?I think the governor and commissioners themselves have that (enforcement) power and for whatever reason they?ve chosen not to do it.?

But Brown, an automobile dealer who pays for the insurance, said he sympathizes with small businesses who can?t afford the insurance.

Democratic state Sen. Doug Berger, a former deputy commissioner who handled noncompliant cases, wants the governor to make prompt reforms. ?I?m going to ask the governor to put some reforms in the budget bill for this session,? he said.

In addition, he wants to see legislation requiring the commission?s investigators to do spot checks to see whether businesses are complying with the law.

An N&O analysis of a state database indicates that insurance carriers cover about 140,000 businesses even though the state counts roughly 170,000 companies in the state. Businesses with three or more employees are required to buy insurance or certify with the state that they can cover the cost of employees? injuries. In fiscal year 2011, the commission dealt with 62,409 workers? compensation claims.

Berger said one other possible solution is giving the state Department of Insurance the power to investigate workers? compensation fraud. ?Let?s put these investigations in the hands of people who do this and know how to manage it,? he said.

Last week, Insurance Commissioner Wayne Goodwin, a Democrat, said he would be willing to take over workers compensation fraud investigations if the legislature directed him to and gave him the resources.

?A right to be protected?

Few other lawmakers and candidates offered concrete solutions. House Speaker Pro Tem Dale Folwell, a Winston-Salem Republican, said the investigation illuminates a need for more reform of the workers comp system and pledged to call together people stakeholders to talk about possible solutions.

Folwell, who is running for lieutenant governor, helped lead an effort in the state legislature last year to rewrite parts of the workers? compensation law. But the changes curtailed the amount of payments businesses must make to injured workers and did not address employers who don?t buy insurance.

A number of the candidates for governor said protecting workers is vital, including a spokesman for Republican Pat McCrory who said ?there certainly must be a safety net in place for workers who are injured.?

In a statement, Democrat Bob Etheridge said ?the law must be enforced? because employees ?have a right to be protected on the job.?

His challenger, state Rep. Bill Faison, echoed the sentiment, saying ?when people are hurt on the job they need all the help they can get.?

For proprietors Eyal Aranya and Yoni Nadav, this shore eatery represents the third location of their unique food provider.?

Aranya tells us that they had originally intended to create a Philly place featuring organic, grass-fed beef and other naturally-raised meats.?

That initial entry, at 326 South St., opened in May of 2010.?

After a few short months, the pair opted to tweak their format.?

Explaining that both men, natives of Israel, share ?a traditional religious history,? Aranya goes on to add that family members encouraged them to consider becoming a Kosher facility.?

    LG LS831 goes back to FCC, reveals 5MP camera, Sprint intentions

    Sprint's been kept pretty quiet on the Windows Phone front, but it looks like the Now Network is getting back into the game. Well, at least soon. The LG LS831 has made a return visit to the FCC, this time showing some visible hardware. That includes a Sprint-only 800MHz CDMA radio (with support for 1900 MHz), a front-facing camera and a 5-megapixel primary shooter on the back. Now that the FCC's given its nod of approval, we can start the guessing game for what Sprint will eventually christen the device.

    Death cap mushroom poison to arrest pancreatic cancer in mice

    The mere thought of an identification error sends a chill down the spine of any mushroom lover: The death cap mushroom (Amanita phalloides), which resembles the common white button mushroom, contains one of the most deadly poisons found in nature, ?-amanitin. This substance kills any cell without exception, whether it be healthy or cancerous. At the German Cancer Research Center (Deutsches Krebsforschungszentrum, DKFZ) and the National Center for Tumor Diseases Heidelberg, immunologist Dr. Gerhard Moldenhauer, jointly with biochemist Professor Dr. Heinz Faulstich, Max Planck Institute for Medical Research, has now developed a method for destroying cancer cells using the dreaded fungal toxin without harming the body.

    The trick to accomplish this is to deliver the poison directly to the right address in the body using something that virtually serves as a cab. In this case, the cab is an antibody whose highly specific arms attach to a cancer-typical cellular surface protein called EpCAM. The fungal toxin is linked to the antibody in a stable chemical conjugation.

    In the culture dish, the poison-loaded antibody arrested the growth of pancreatic, colorectal, breast and bile duct cancer cell lines. In mice bearing transplanted human pancreatic cancer, a single antibody injection was sufficient to inhibit tumor growth. Two injections of higher doses of the antibody even caused complete tumor regression in 90 percent of the animals. Even the higher doses did not cause any poison-related damage to the liver or other organs of the animals.

    EpCAM, the protein chosen by the Heidelberg immunologists as the tumor cell recognition structure, is a characteristic membrane protein of epithelial cells. This type of cells lines all inner and outer surfaces of the body. Most malignant tumors originate from such epithelial tissues. Many of these, such as pancreatic cancer, breast and ovarian cancers, bile duct carcinomas and tumors of the head and neck, produce too much EpCAM ? and this is frequently associated with an extremely poor prognosis of the disease. EpCAM is therefore considered a suitable target structure for attacking tumor cells.

    "Treatments with unconjugated antibodies against EpCAM have already been tested in clinical trials such as for breast cancer. They were intended to attack the cancer solely with the weapons of the immune system, but they turned out to be clinically ineffective," said Gerhard Moldenhauer. "However, our amanitin-conjugated antibody has a much greater potential for killing cancer cells."

    Details are of vital importance

    Each antibody is linked to between four and eight toxin molecules. Amanitin is regarded as very suitable for this purpose. It is small enough not to be recognized as foreign by immune cells, while it is also robust enough to lend itself to chemical conjugation. "When developing toxin-conjugated antibodies you have to take an awful lot of things into account," Moldenhauer explains. "The cancer cell has to regularly take the target molecule including the attached antibody into its interior, for this is the only place where the poison can act. In the cell's interior, the poison needs to detach from the antibody or else it will not be effective. At the same time it is absolutely vital that it does not get lost while it is being carried through the body, because this could cause severe adverse side effects."

    The dosage of the amanitin antibody needs to be determined with the utmost care. One problem is that liver cells are extremely sensitive to the fungal toxin; another is that other healthy cells carry the EpCAM molecule as well and are therefore endangered. However, the results obtained in mice give reason to be optimistic, according to Gerhard Moldenhauer: "Even at high doses we have not detected any organ damage in the animals. We therefore expect that there is a sufficient therapeutic window for a dosage that kills cancer cells while leaving healthy tissue unaffected."

    Moldenhauer, who has many years of experience in developing therapeutic antibodies, already has plans for amanitin-conjugated guided missiles against other cancers. In particular, certain types of leukemia and lymphoma cells also carry highly specific surface molecules which lend themselves as target structures for poison-loaded antibodies.

    Twitter for BlackBerry 3.0 brings easier photo-uploading, automatic link-shortening, BBM integration

On board we've got automatic link-shortening, for starters, along with BlackBerry Messenger integration (read: the ability to link your Twitter account with BBM). So far so good, right?     Pinnacle Airlines files for bankruptcy - Financial News

    (Reuters) - Pinnacle Airlines Corp said late on Sunday it filed for bankruptcy protection to resolve its operational and financial difficulties and implement a turnaround plan.

    The regional airline said it has received a commitment for $74.3 million of debtor-in-possession (DIP) financing from Delta Air Lines .

    As part of the bankruptcy plan, Pinnacle said it would restructure its key operating agreements with Delta Air lines and would wind down its operations with United Airlines .

    The company said it would also look to achieve cost savings from its workforce but did not provide further details in its statement.

    Pinnacle had listed estimated assets and liabilities above $1 billion, according to a court filing.

    In the past, United Continental Holdings Inc's United Airlines and Delta Air Lines Inc have taken the Chapter 11 route to cut costs and later found merger partners.

    In November, AMR Corp , the parent of American Airlines, also filed for bankruptcy.

    The case is Pinnacle Airlines Corp, Case No. 12-11343, U.S. Bankruptcy Court, Southern District of New York.

Even newer cars may need their upholstery repaired because of accidents that happen within the interior of the car.

    Repairing the upholstery in your car interior may also be harder to do if you are not sure what kind of materials you are working with. The right tools may also be needed to remove, repair and install new upholstery into the car, and may be a hefty investment in itself. Sometimes, it may simply be wiser to have a professional do the job for you, but when there isn?t one in your area, a little do-it-yourself skills may prove to be useful.

    Getting Started: Repairing Your Car Upholstery

    ?Before even getting started on the upholstery in your car, you should first gauge the kind, as well as the amount of work that needs to be done. A proper evaluation will also help you determine the total amount of money you will need to spend on the entire repair job, allowing you to plan your expenses and total work accordingly.

    ?Here are some things you should look for when inspecting your car upholstery for repairs:

    • Headliner ? The upholstery on your headliner can be a lot like your car seats, but can be more expensive to install properly. You may even have to remove your windshield to perform a headliner repair, so try to get this done by a professional if funds allow.
    • Interior Panelling ? The panels on your doors and sides may also be made from soft upholstery which is subject to constant wear and tear. A lot of common door panels are typically attached to the car by screws or easy-access clip systems, so determine if you can get these parts from your car dealer or auto shop.

    DIY Upholstery Repair

    Once you have determined the amount of work that needs to be done to your car, it?s time to get to work. Get all the tools you might need in order to perform the actual repair work; be it a screwdriver to remove interior panels, wrenches, cutters, and some strong adhesive to make sure the upholstery sticks to your car well. Here are some general step-by-step instructions to repairing your car upholstery:

    1. Lay out all the tools, replacement parts, and other things you need to get started on the upholstery repair. This can include snacks and drinks to keep your energy up when you take a break.
    2. Remove the things that need to be repaired from your car, if possible. This includes anything with upholstery that need fixing; your seats, door panels, carpets, and even your dashboard. This is to ensure nothing else in the car is damaged during the repair process. You can also try removing everything in your car except the thing that needs repairing.
    3. Once you have the part removed from the car, get side-by-side with your tools and start removing the upholstery from the part. This may take a little elbow grease and patience, even if you have the proper tools on hand already. If you are removing the seat covers from a car seat, also take note of where each and every part you remove came from, so installation may go smoother.
    4. If the upholstery you removed was held to the part by way of adhesives, then you may notice plenty of excess after removal. The excess adhesive will either already be very dry, or still sticky, depending on the kind of adhesive used. Try to remove all of the excess adhesive as best as you can before installing new upholstery.
    5. After removing the upholstery from a car, installation should be fairly straightforward with drop-in parts made for your car. If you are replacing upholstery that is not made for your car, or intended as a drop-in replacement, then more work may have to be done; you may have to apply adhesives to the newly-stripped part, apply the upholstery, and wait for it to dry.

    When in doubt, call a car upholstery repair shop and have the work done for you instead.
