RI Senate leader plays key role in marriage debate

PROVIDENCE, R.I. (AP) ? If Rhode Island joins the rest of New England in allowing gay and lesbian couples to wed, it will be because a formidable opponent, Senate President Teresa Paiva Weed, got out of the way.

The state Senate is poised to vote Wednesday on gay marriage legislation. The House has already endorsed the bill, and supporters say they're optimistic the Senate will do the same.

Paiva Weed said she intends to vote no. But she hasn't let her opposition interfere with the bill's progress. The Newport Democrat says the issue is too important to be bottled up in the General Assembly.

While her opposition angers some gay marriage supporters, other gay marriage advocates have applauded her handling of the issue.

Nine states and the District of Columbia now allow same-sex marriage.

Father of alleged Boston Marathon bombers: 'I want ... - World News

By Adrienne Mong and F. Brinley Bruton, NBC News

MAKHACHKALA, Russia -?The father of the suspected Boston Marathon bombers said he was struggling to believe his sons were behind the twin blasts that killed three and injured more than 170.

?I?m planning to find the truth, justice,? said Anzor Tsarnaev during an interview at his home in the southern Russian republic of Dagestan. "I want facts, proof that this is all original because otherwise, anything could be set up."

Tsarnaev?s son Tamerlan, 26, died following a gunbattle with police four days after the bombings. His brother Dzhokhar, 19, was captured on Friday and has been charged with using weapons of mass destruction.?

The mother of the Boston bombing suspects, Zubeidat Tsarnaeva, tells the that prior to the attacks the FBI had been watching her oldest son when they were in the United States.

The case in the United States was clearly taking a toll on?Tsarnaev?s wife Zubeidat Tsarnaeva, who told NBC News' U.K. partner ITN News?that she "wanted to die."

The FBI had been watching her oldest son when they were in the United States, she told Channel 4.

"They were monitoring him and I know that because I used to talk to them," she said. "They used to come to our house, like two, three times. And then my son Tamerlan used to tell me that he used to talk to them too, because they called me once and they wanted his number.

"At such moments I used to get really worried because, you know, my kids and I?m their mother,??Tsarnaeva told Channel 4 News, which is also NBC News' partner.

An agent told her that they "saw whatever (Tamerlan) was reading," and asked if she thought he would get involved with a radical?organization,?Tsarnaeva said. "I said no, no," she added.

When NBC News spoke to?Tsarnaeva, who says she began to practice a "pure" form of Islam around four years ago in the United States, she became visibly angry at the suggestion that Tamerlan may have visited a Salafist mosque. Salafist?Sunnis believe in a very strict interpretation of the Koran.

When asked why her sons were at the finish line of the Boston Marathon, Tsarnaeva told Channel 4?that they were athletes and liked watching the marathon.?

"Last year they went too, and I went last year," she said.

?What happened was a terrible thing," she said. ?"But I know that my kids have nothing to do with this. I know it. I am mother. I know my kids."

In an emotional interview with NBC News, the father of the two brothers suspected of setting off two bombs at the Boston Marathon insisted his son Dzhokhar Tsarnaev was an innocent child and brother Tamerlan a gifted boxer who was "very religious" and homesick. NBC's Adrienne Mong reports.

For his part, the suspects' father described his sons as ?wonderful children.?

?They are gentle, like girls, they as soft in their character ? soft,? Tsarnaev said.

He called Dzhokhar ?an innocent angel.?

The couple say they moved Dagestan over a year ago after?Tsarnaev became sick.?

The surviving suspect is a naturalized U.S. citizen of Chechen origin. He made his initial court appearance on Monday?at Boston's Beth Israel Deaconess Medical Center, where he was listed in serious condition.

Dzhokhar was assigned three federal public defenders.?The charges could carry the death penalty.

13 officers indicted: Baltimore prison officers on gang payroll?

13 corrections officers and 12 gang members were indicted with conspiracy, drug possession and distribution, and money laundering.

By Associated press / April 23, 2013

Federal prosecutors have charged 25 people, including corrections officers, with scheming to smuggle drugs and cell phones into Baltimore's jail.

An indictment unsealed Tuesday claims that the?Black?Guerilla?Family?gang ran the scheme from inside the Baltimore City Detention Center and charges gang members and corrections officers with conspiracy, drug possession and distribution, and money laundering.

Gang members allegedly arranged to smuggle drugs, cell phones and other contraband into the jail and related prison facilities with the help of corrupt corrections officers. Prosecutors say gang members used contraband cell phones to arrange the drug smuggling and sexual encounters as well as warn of investigations and order assaults and murders.

The drugs brought into the prison included marijuana, Oxycodone, Xanax, Klonopin, and Vicodin.

First Look At iMFL, Joe Montana's Social Fantasy Football App [TCTV]

Screenshot_4_22_13_9_55_AMFootball is a sport that brings everyone together, even if you’re not a diehard fan or have never played the game yourself. The rush of energy that comes with rooting for your favorite team and arm-chair-quarterbacking an entire game is something people around the world do every Sunday. For those who need to live, eat and breathe football throughout the week, fantasy football is an essential part of the pageantry leading up to every week’s packed NFL schedule. It’s a packed space, with Yahoo!, ESPN and the NFL itself having online leagues you can join with your friends and strangers. The model hasn’t changed though, with the premise being selecting the players that you think will perform the best throughout the season, collecting points as they play games week after week. A familiar name and face, four-time Super Bowl champion quarterback, Joe Montana, has his own spin on fantasy football, and will be releasing an app called iMFL prior to the start of this year’s NFL season. The app is part fantasy football, part predictive social “game,” with the ability to place bets with friends as games play out in real-time. For example, you could guess that the next play will be an interception. If you’re right, the points are yours. The hope is that you’ll be playing around with iMFL on your iPhone or iPad while you watch the game with friends, no matter where they are. Montana and his co-founder Damon Grow, CEO of Crowdmob, came into the office to give us an exclusive preview: The app isn’t available yet, but it will be out on Apple’s App Store, so get ready. It’s a crowded space, but I think with the in-app purchases and constant real-time engagement, iMFL could do well. This isn’t a one-time thing for Montana, as he tells me that there are a few other projects that he’s working on which he’ll share with us soon. Bonus: This isn’t Montana’s first “game,” as fans will remember Joe Montana’s Sports Talk Football for Sega Genesis. It was impressive back in 1991, but the Madden series won out and become a blockbuster success:

40 percent of parents give young kids cough/cold medicine that they shouldn't

Apr. 22, 2013 ? Children can get five to 10 colds each year, so it's not surprising that adults often turn to over-the-counter cough and cold medicines to relieve their little ones' symptoms. But a new University of Michigan poll shows that many are giving young kids medicines that they should not use.

More than 40 percent of parents reported giving their children under age 4 cough medicine or multi-symptom cough and cold medicine, according to the latest University of Michigan Mott Children's Hospital National Poll on Children's Health. Twenty-five percent gave those children decongestants.

In 2008, the federal Food and Drug Administration issued an advisory that these over-the-counter medicines not be used in infants and children under age 2. They have not been proven effective for young children and may cause serious side effects, says Matthew M. Davis, M.D., M.A.P.P., director of the C.S. Mott Children's Hospital National Poll on Children's Health.

In response to the FDA, manufacturers of over-the-counter cough and cold products changed their labels back in 2008, to state that the medicines should not be used for children under 4 years old.

"These products don't reduce the time the infection will lasts and misuse could lead to serious harm," says Davis. "What can be confusing, however, is that often these products are labeled prominently as 'children's' medications. The details are often on the back of the box, in small print. That's where parents and caregivers can find instructions that they should not be used in children under 4 years old," Davis says

The side effects from use of cough and cold medicines in young children may include allergic reactions, increased or uneven heart rate, drowsiness or sleeplessness, slow and shallow breathing, confusion or hallucinations, convulsions, nausea and constipation.

The poll found that use of the cough and cold medicines in children age four and under did not differ by parent gender, race/ethnicity or by household income.

"Products like these may work for adults, and parents think it could help their children as well. But what's good for adults is not always good for children," says Davis.

Davis says parents need to be vigilant about reading the directions and should always call their pediatrician or health care provider about questions regarding over-the-counter medications.

"Because young children often suffer from cold-like symptoms, more research is needed to test the safety and efficacy of these cough and cold medicines in our littlest patients," Davis says.

China rushes relief after Sichuan quake kills scores

LUSHAN, China (AP) ? Luo Shiqiang sat near chunks of concrete, bricks and a ripped orange sofa and told how his grandfather was just returning from feeding chickens when their house collapsed and crushed him to death in this weekend's powerful earthquake in southwestern China.

"We lost everything in such a short time," the 20-year-old college student said Sunday. He said his cousin also was injured in the collapse, but that other members of his family were spared because they were out working in the fields of hard-hit Longmen village in Lushan county.

Saturday's earthquake in Sichuan province killed at least 186 people, injured more than 11,000 and left nearly two dozen missing, mostly in the rural communities around Ya'an city, along the same fault line where a devastating quake to the north killed more than 90,000 people in Sichuan and neighboring areas five years ago in one of China's worst natural disasters.

The Lushan and Baoxing counties hardest-hit on Saturday had escaped the worst of the damage in the 2008 quake, and residents there said they benefited little from the region's rebuilding after the disaster, with no special reinforcements made or new evacuation procedures introduced in their remote communities.

Luo said he wished more had been done to make his community's buildings quake-resistant. "Maybe the country's leaders really wanted to help us, but when it comes to the lower levels the officials don't carry it out," he said.

Relief teams flew in helicopters and dynamited through landslides Sunday to reach some of the most isolated communities, where rescuers in orange overalls led sniffer dogs through piles of brick, concrete and wood debris to search for survivors.

Many residents complained that although emergency teams were quick to carry away bodies and search for survivors, they had so far done little to distribute aid. "No water, no shelter," read a hand-written sign held up by children on a roadside in Longmen.

"I was working in the field when I heard the explosions of the earthquake, and I turned around and saw my house simply flatten in front of me," said Fu Qiuyue, a 70-year-old rapeseed farmer in Longmen.

Fu sat with her husband, Ren Dehua, in a makeshift shelter of logs and a plastic sheet on a patch of grass near where a helicopter had parked to reach their community of terraced grain and vegetable fields. She said the collapse of the house had crushed eight pigs to death. "It was the scariest sound I have ever heard," she said.

The quake ? measured by China's earthquake administration at magnitude 7.0 and by the U.S. Geological Survey at 6.6 ? struck shortly after 8 a.m. on Saturday. Tens of thousands of people moved into tents or cars, unable to return home or too afraid to go back as aftershocks continued to jolt the region.

The quake killed at least 186 people, left 21 missing and injured 11,393, the official Xinhua News Agency quoted the provincial emergency command center as saying.

As in most natural disasters, the government mobilized thousands of soldiers and others, sending excavators and other heavy machinery as well as tents, blankets and other emergency supplies. Two soldiers died after their vehicle slid off a road and rolled down a cliff, state media reported.

The Chinese Red Cross said it had deployed relief teams with supplies of food, water, medicine and rescue equipment to the disaster areas.

Lushan, where the quake struck, lies where the fertile Sichuan plain meets foothills that eventually rise to the Tibetan plateau and sits atop the Longmenshan fault, where the 2008 quake struck.

The seat of Lushan county has been turned into a large refugee camp, with tents set up on open spaces, and volunteers doling out noodles and boxed meals to survivors from stalls and the backs of vans.

A large van with a convertible side served as a mobile bank with an ATM, military medical trucks provided X-rays for people with minor injuries, and military doctors administered basic first aid, applying iodine solution to cuts and examining bruises.

Patients with minor ailments were lying in tents in the yard of the local hospital, which was wrecked by the quake, with the most severely injured patients sent to the provincial capital. With a limited water supply and buildings inaccessible, sanitation is a problem for the survivors.

One of the patients receiving care in the hospital's yard was the son of odd-job laborer Zhou Lin, 22. The baby boy was born a day before the quake struck. Zhou said he was relieved that his newborn son and wife were safe and healthy but was worried about his 60-year-old father and other relatives who have been unreachable in Baoxing.

"I can't get through on the phone, so I don't know what's going on there and they don't know if we are all right," he said.

Every so often, an aftershock struck, shaking windows of buildings and sending murmurs through the crowds.

In the beginning of the 20th century, technology and standards of living rose in Europe and America. With more spendable money and better technology for travelling (such as ships and trains) tourism and cruising became much more popular. With this exposure to the foreign there was a new appreciation for culture, art, philosophy in a much wider context than modern Western society. And with modernization abroad, science and technological expertise more easily crossed national boundaries.

Justice official: No reading of Miranda rights

WASHINGTON (AP) ? A Justice Department official says the Boston Marathon bombing suspect will not be read his Miranda rights because the government is invoking a public safety exception.

That official and a second person briefed on the investigation says 19-year-old Dzhokhar Tsarnaev will be questioned by a special interrogation team for high-value suspects. The officials spoke on the condition of anonymity because they weren't authorized to disclose the information publicly.

The public safety exception permits law enforcement officials to engage in a limited and focused unwarned interrogation of a suspect and allows the government to introduce the statement as evidence in court. The public safety exception is triggered when police officers have an objectively reasonable need to protect the police or the public from immediate danger.

WATERTOWN, Mass. (AP) ? The two suspects in the Boston Marathon bombing killed an MIT police officer and hurled explosives at police in a car chase and gun battle overnight that left one of them dead and his brother on the run, authorities said Friday as thousands of officers swarmed the streets in a manhunt that all but paralyzed the Boston area.

The suspects were identified by law enforcement officials and family members as Dzhokhar and Tamerlan Tsarnaev, ethnic Chechen brothers from Dagestan, which neighbors Chechnya in southern Russia. They lived near Boston and had been in the U.S. for about a decade, an uncle said.

Tamerlan Tsarnaev, a 26-year-old who had been known to the FBI as Suspect No. 1 and was seen in surveillance footage in a black baseball cap, was killed overnight, officials said. His brother, a 19-year-old college student who was dubbed Suspect No. 2 and was seen wearing a white, backward baseball cap in the images from Monday's deadly bombing at the marathon finish line ? escaped.

The law enforcement officials spoke on condition of anonymity because of the sensitivity of the unfolding case.

Authorities in Boston suspended all mass transit and warned close to 1 million people in the entire city and some of its suburbs to stay indoors as the hunt for Suspect No. 2 went on. Businesses were asked not to open. People waiting at bus and subway stops were told to go home.

From Watertown to Cambridge, police SWAT teams, sharpshooters and FBI agents with armored vehicles surrounded various buildings as police helicopters buzzed overhead.

"We believe this man to be a terrorist," said Boston Police Commissioner Ed Davis. "We believe this to be a man who's come here to kill people."

In Cambridge, Bryce Acosta, 24, came out of his home with his hands up.

"I had like 30 FBI guys come storm my house with assault rifles," he said. They yelled, "Is anybody in there?" and began searching his house and an adjacent shed, leaving after about 10 minutes.

Authorities gave no details on how Dzhokhar Tsarnaev escaped.

The bombings on Monday killed three people and wounded more than 180 others, tearing off limbs in a spray of shrapnel and instantly raising the specter of another terrorist attack on U.S. soil.

Chechnya was the scene of two wars between Russian forces and separatists since 1994 and the conflict spawned an Islamic insurgency that engulfed the region.

Authorities have shed no light on the motive for the Boston bombing and have said it is unclear whether it was the work of domestic or international terrorists or someone else entirely with an unknown agenda.

The endgame ? at least for Suspect No. 1 ? came just hours after the FBI released photos and video of the two young men at the finish line and appealed to the public for help in identifying and capturing them. Tips came pouring in to the FBI immediately, but exactly how authorities managed to close in on the two was not immediately disclosed.

The men's uncle, Ruslan Tsarni of Montgomery Village, Md., told The Associated Press that the brothers traveled here together from the Russian region near Chechnya.

Tamerlan Tsarnaev had studied accounting as a part-time student at Bunker Hill Community College in Boston for three semesters from 2006 to 2008, the school said.

Dzhokhar Tsarnaev was registered as a student at the University of Massachusetts Dartmouth, the school said. The campus closed down along with other colleges around the Boston area.

Their father, Anzor Tsarnaev, said in a telephone interview with The Associated Press from the Russian city of Makhachkala that his younger son, Dzhokhar, is "a true angel."

He said his son was studying medicine. "He is such an intelligent boy. We expected him to come on holidays here," the father said.

The city of Cambridge announced two years ago that it had awarded a $2,500 scholarship to Dzhokar Tsarnaev, who was listed as a senior at Cambridge Rindge & Latin School, a highly regarded public school whose alumni include Matt Damon, Ben Affleck and NBA star Patrick Ewing.

The images released by the FBI depict the two young men walking one behind the other near the marathon's finish line. Richard DesLauriers, FBI agent in charge in Boston, said Suspect No. 2 in the white hat was seen setting down a bag at the site of the second of two deadly explosions.

Authorities said surveillance tape recorded late Thursday showed Suspect No. 2 during a robbery of a convenience store in Cambridge, near the campus of MIT, where a university police officer ? 26-year-old Sean Collier ? was shot to death while responding to a report of a disturbance.

From there, authorities said, the two men carjacked a man in a Mercedes-Benz, keeping him with them in the car for half an hour before releasing him at a gas station in Cambridge. The man was not injured.

Massachusetts State Police spokesman Dave Procopio said police figured out the carjackers were the marathon bombing suspects in part because of what they said to the carjacking victim. Procopio did not elaborate.

The search for the vehicle led to a chase that ended in Watertown, where authorities said the suspects threw explosive devices from the car and exchanged gunfire with police. A transit police officer was severely wounded, authorities said.

Doctors at a Boston hospital where Tamerlan Tsarnaev died said they treated a man with a possible blast injury and multiple gunshot wounds.

Watertown resident Kayla Dipaolo, 25, was waiting for a bus that was to evacuate her and others from their neighborhood.

She said she was woken up overnight by gunfire and a large explosion that sounded "like it was right next to my head ... and shook the whole house." She was looking at the front door when a bullet came through the side paneling. SWAT team officers were running all over her yard, she said.

"It was very scary," she said. "There are two bullet holes in the side of my house and by the front door there is another."

Christine Yajko said she heard two loud explosions and gunfire. She said a police officer later knocked on her door and told her there was an undetonated improvised explosive device in the street and warned her to stay away from the windows.

"It was on the street, right near our kitchen window," she said.

The brothers also started out the night in a Honda CRV and used it to carjack the SUV. The CRV was later found abandoned in the morning in Boston.

In the past, insurgents from Chechnya and neighboring restive provinces in the Caucasus have been involved in terror attacks in Moscow and other places in Russia.

Those raids included one in Moscow in 2002 in which a group of Chechen militants took 800 people hostage and held them for two days before special forces stormed the building, killing all 41 captors. Also killed were 129 hostages, mostly from the effects of the gas Russian forces used to subdue the attackers.

Chechen insurgents also launched a 2004 hostage-taking raid in the southern Russian town of Beslan, where they took hundreds of hostages. The siege ended in a bloodbath two days later, with more than 330 people, about half of them children, killed.

Insurgents from Chechnya and other regions also have launched a long series of bombings in Moscow and other cities in Russia.

Jamie Dupree's Washington Insider: Democrats yank gun bill off Senate floor

A day after the U.S. Senate rejected a series of gun control plans backed by President Obama, Democratic leaders decided to put that work on hold and move on to other legislation, unable to muster enough votes to push gun plans past Republican opposition.

"This debate is not over," said Senate Majority Leader Harry Reid on the Senate floor, as he vowed to bring the bill back in coming months for more work on gun control.

"In fact, this fight is just beginning," said Reid. ?"I've spoken with the president. He and I agree that the best way to keep working towards passing a background check bill is to hit a pause and freeze the background check bill where it is."

But the bottom line right now is simple - gun control legislation has run aground in the U.S. Senate.

Reid immediately moved to start Senate work on a bill that would allow states to collect sales taxes on internet purchases, hoping to finish that by next week.

After that, Democrats hope to move to immigration reform legislation in May, which Democrats acknowledge has a much broader level of support in both parties than the gun control measure.

While the gun control bill was not technically "defeated" in the Senate, it made little headway in the last two weeks, as opponents refused to agree to a bipartisan plan on background checks worked out by Sen. Joe Manchin (D-WV) and Sen. Pat Toomey (R-PA).

Reid said work on that background check issue would continue, as he urged advocacy groups to keep working for gun control and to keep putting political heat on opponents.

"I'm committed to ensuring that any bill we pass include an expansion of background checks, close the gun loophole, gun show loophole and to cover private sales," said Reid, as other Senators vowed to keep working as well.

"Yesterday was one of the saddest, most troubling days in my 40-plus year career in public service," said Sen. Richard Blumenthal (D-CT), who said he could not look the families of Newtown victims in the eye and tell them nothing would be done on gun violence.

Before Democratic leaders moved off the gun control bill, Senators approved two amendments to the bill, one that bolsters mental health treatment in education and another that would penalize states if local governments release information on gun ownership.

22 Democrats voted for that measure, yet another reminder that gun rights supporters can tap a number of votes on the Democratic side at times, one reason why this underlying gun control bill was in tough straits well before the debate even began.

As for when gun control might return to the Senate floor, Sen. Reid did not give any hint, though some speculate that the mid-term elections of 2014 might play a role in that schedule.

Business: Venture Capital Business Plan

Venture capital finance is instrumental in inducing technological development, stimulating creativity and innovation and nurturing entrepreneurship. Concerted efforts are required by financial institutions, private sectors and other agencies to create a conducive environment for the growth of venture capital. In particular, initiatives are required to widen the perspective of venture capital finance and create a favorable fiscal and regulatory environment.

The venture capital schemes of the term-lending financial institutions presently focus mainly on supporting development of technology and implementing indigenously developed yet untested technologies. While this concern is understandable because of a genuine need for expanding the base of viable indigenous technology, it leads to a somewhat limited view of venture capital. What is required is a broader perspective on venture capital so that it is viewed as an instrument for financing a wide range of projects that essentially have a "high risk- high-return" profile.

In this context, it is important that entrepreneurs, financing bodies, fiscal authorities, regulatory bodies and others understand the concept and relevance of venture capital. It should be appreciated that venture capital is an instrument for strengthening entrepreneurial forces in the economy; a device for inducing risk taking and a mechanism for promoting a closer investor/investee relationship. Those who participate in venture capital arrangements must overcome certain traditional psychological barriers and be willing to build a relationship of genuine partnership and not a perfunctory association of limited involvement.

To nurture the growth of venture capital, a favorable fiscal and regulatory environment should be created. Some of the specific things that may be are investors subscribing to the capital of venture capital funds may be given greater tax reliefs, and the long-term capital gains of the venture capital funds may be taxed at a concessional rate or even exempted totally from taxation. Orderly and efficient mechanisms must be evolved to facilitate liquidation of investments of venture capital funds.

German parliament backs Cyprus bailout

BERLIN (Reuters) - Germany's lower house of parliament voted overwhelmingly on Thursday to grant Cyprus a 10 billion euro bailout that is designed to avert bankruptcy for the tiny Mediterranean island nation and keep it in the euro zone.

Of the 602 lawmakers in the Bundestag chamber, 487 backed the rescue, under which Cyprus has agreed to impose major losses on depositors, shutter its second largest bank and raise its corporate tax rate.

Separately, German parliamentarians also backed seven-year loan extensions for bailout victims Portugal and Ireland.

The Cyprus vote was not in doubt given widespread support from within German Chancellor Angela Merkel's centre-right coalition and backing by many opposition lawmakers from the Social Democrats and Greens.

However surprise news on Wednesday that the fractious Cypriot parliament is also likely to vote on the deal stoked new uncertainty over the fate of the rescue.

Before the vote, German Finance Minister Wolfgang Schaeuble warned lawmakers that a failure to offer Cyprus aid would unleash contagion across the 17-nation single currency bloc.

"Step by step we are winning back confidence. If you look at the markets, there is still nervousness and uncertainty. But it is considerably less than three years, two years or one year ago," Schaeuble said in a speech.

"The aid for Cyprus secures the successes we've already achieved in the euro zone. We must prevent the problems in Cyprus from unleashing new problems in other euro zone countries."

He said that if Cyprus were allowed to go bankrupt, there was a "significant risk" of contagion to Greece and other vulnerable euro zone member states.

Responding to Schaeuble, the leader of the centre-left Social Democrats in parliament Frank-Walter Steinmeier said his party would support the bailout, but attacked the government for initially backing a plan to hit small savers in Cypriot banks.

That proposal was scrapped after a major backlash and the new bailout only hits people with deposits over 100,000 euros.

"Mr. Schaeuble, whether you asked for this or simply joined others in supporting it, it was a huge mistake. It stoked fear and insecurity in Europe," said Steinmeier.

FBI shares first image of Boston bomb

BOSTON (AP) ? Federal agents zeroed in Tuesday on how the Boston Marathon bombing was carried out ? with kitchen pressure cookers packed with explosives, nails and other lethal shrapnel ? but said they still didn't know who did it and why.

An intelligence bulletin issued to law enforcement and released late Tuesday included a picture of a mangled pressure cooker and a torn black bag the FBI said were part of a bomb.

The FBI and other law enforcement agencies repeatedly pleaded for members of the public to come forward with photos, videos or anything suspicious they might have seen or heard.

"The range of suspects and motives remains wide open," Richard DesLauriers, FBI agent in charge in Boston, said at a news conference. He vowed to "go to the ends of the Earth to identify the subject or subjects who are responsible for this despicable crime."

President Barack Obama branded the attack an act of terrorism but said officials don't know "whether it was planned and executed by a terrorist organization, foreign or domestic, or was the act of a malevolent individual."

Scores of victims remained in hospitals, many with grievous injuries, a day after the twin explosions near the marathon's finish line killed three people, wounded more than 170 and reawakened fears of terrorism. A 9-year-old girl and 10-year-old boy were among 17 victims listed in critical condition.

Heightening jitters in Washington, where security already had been tightened after the bombing, a letter addressed to a senator and poisoned with ricin or a similarly toxic substance was intercepted at a mail facility outside the capital, lawmakers said.

There was no immediate indication the episode was related to the Boston attack. Senate Majority Leader Harry Reid said the letter was sent to Republican Sen. Roger Wicker, of Mississippi.

Officials found that the bombs in Boston consisted of explosives put in ordinary 1.6-gallon pressure cookers, one with shards of metal and ball bearings, the other with nails, according to a person close to the investigation who spoke on condition of anonymity because the probe was still going on. The bombs were stuffed into black duffel bags and left on the ground, the person said.

DesLauriers confirmed that investigators had found pieces of black nylon from a bag or backpack and fragments of BBs and nails, possibly contained in a pressure cooker. He said the items were sent to the FBI laboratory at Quantico, Va., for analysis.

The FBI said it is looking at what Boston television station WHDH said are photos sent by a viewer that show the scene right before and after the bombs went off. The photo shows something next to a mailbox that appears to be a bag, but it's unclear what the significance is.

"We're taking a look at hundreds of photos, and that's one of them," FBI spokesman Jason Pack said.

Investigators said they haven't determined what was used to set off the explosives.

Pressure cooker explosives have been used in international terrorism and have been recommended for lone-wolf operatives by al-Qaida's branch in Yemen.

But information on how to make the bombs is readily found online, and U.S. officials said Americans should not rush to judgment in linking the attack to overseas terrorists.

DesLauriers said there had been no claim of responsibility for the attack.

He urged people to come forward with anything suspicious, such as hearing someone express an interest in explosives or a desire to attack the marathon, seeing someone carrying a dark heavy bag at the race or hearing mysterious explosions recently.

"Someone knows who did this," the FBI agent said.

The bombs exploded 10 or more seconds apart, tearing off victims' limbs and spattering streets with blood, instantly turning the festive race into a hellish scene of confusion, horror and heroics.

The blasts killed 8-year-old Martin Richard, of Boston and 29-year-old Krystle Campbell, of Medford. The Shenyang Evening News, a state-run Chinese newspaper, identified the third victim as Lu Lingzi. She was a graduate student at Boston University.

Doctors who treated the wounded corroborated reports that the bombs were packed with shrapnel intended to cause mayhem.

"We've removed BBs, and we've removed nails from kids. One of the sickest things for me was just to see nails sticking out of a little girl's body," said Dr. David Mooney, director of the trauma center at Boston Children's Hospital.

At Massachusetts General Hospital, all four amputations performed there were above the knee, with no hope of saving more of the legs, said Dr. George Velmahos, chief of trauma surgery.

"It wasn't a hard decision to make," he said. "We just completed the ugly job that the bomb did."

Obama plans to visit Boston on Thursday to attend an interfaith service in honor of the victims. He has traveled four times to cities reeling from mass violence, most recently in December after the schoolhouse shooting in Newtown, Conn.

In the wake of the attack, security was stepped up around the White House and across the country. Police massed at federal buildings and transit centers in the nation's capital, critical response teams deployed in New York City and security officers with bomb-sniffing dogs spread through Chicago's Union Station.

Homeland Security Secretary Janet Napolitano said that the stepped-up security was a precaution and that there was no evidence the bombings were part of a wider plot.

Pressure cooker explosives have been used in Afghanistan, India, Nepal and Pakistan, according to a July 2010 intelligence report by the FBI and the Department of Homeland Security. One of the three devices used in the May 2010 Times Square attempted bombing was a pressure cooker, the report said.

"Placed carefully, such devices provide little or no indication of an impending attack," the report said.

The Pakistani Taliban, which claimed responsibility for the 2010 attempt in Times Square, has denied any part in the Boston Marathon attack.

Al-Qaida's branch in Yemen gave a detailed description of how to make a bomb using a pressure cooker in a 2010 issue of Inspire, its English-language online publication aimed at would-be terrorists acting alone.

In a chapter titled "Make a bomb in the kitchen of your mom," it says "the pressurized cooker is the most effective method" for making a simple bomb, and it provides directions.

The tightly sealed pot makes easier-to-obtain but weaker explosives faster and stronger, amplifying the blast and the carnage.

Naser Jason Abdo, a former U.S. soldier, was sentenced to life in prison last year after being convicted of planning to use a pair of bombs made from pressure cookers in an attack on a Texas restaurant frequented by soldiers from Fort Hood. He was found with the Inspire article.

Investigators in the Boston bombing also are combing surveillance tapes from businesses around the finish line and asking travelers at Logan Airport to share any photos or video that might help.

"This is probably one of the most photographed areas in the country yesterday," said Boston police Commissioner Edward Davis. He said two security sweeps of the marathon route had been conducted before the bombing.

Boston police and firefighter unions announced a $50,000 reward for information leading to arrests.

multiple partners & online dating - Polyamory.com Forum

Lately I have been putting a lot of effort into online dating (OKCupid). Luckily I am in an area with a reasonable number of poly folks. My method is to search for the terms "poly" and "ethical non-monogamy" and to have those terms clearly labeling my profile. So far, this is working much better than when I began non-monogamous online dating 2 years ago but felt that I wasn't quite poly and was more focused on labeling myself as seeking out casual/friend-with-benefits relationships. However, that's not what my question is about...

My question is...well, I guess it's an observation. In the first place, absolutely every guy who describes himself as either poly or ethically non-monogamous already has a primary partner. That's okay with me, as I'm happy with "solo poly" and am not seeking my own primary partner. I have one steady-but-non-serious, non-primary partner already. Although my ideal would be a man who, like me, is also happy without a primary partner, I am comfortable with the idea of dating someone in a committed primary partnership. But I guess I'm a little disappointed that solo poly straight men seem non-existent? (And single men who don't identify as poly just seem to be after purely casual sex).

The other part of my question is a little harder to articulate. Lately I am leaning toward thinking that non-hierarchical poly appeals most strongly to me. (Although I can also see myself being perfectly happy in a healthy secondary-type relationship). And I guess I'm not seeing a lot of evidence for non-hierarchical poly on these OKC profiles.

Don't get me wrong, most of the men seem great and seem to be in healthy relationships with awesome women (whose profiles are often linked to theirs). And they aren't necessarily seeking hierarchical poly. But they do already have a wife / life partner / serious long-term girlfriend--only ONE serious partner.

Where are the folks with MORE THAN ONE serious partner? Or even those with multiple less-serious partners?

Or is this just a logistical issue? If you have two partners, maybe you aren't actively seeking to date others via online dating even if you're not poly-fi. Or maybe you don't mention it on your profile because mentioning just one partner is already off-putting enough. Or other reasons--I personally don't mention my (one) lover on my profile because it's too much private info and I am dating very autonomously (although I describe my situation through messages once contact has been established).

I know there are lots of people on this forum who are already in multiple relationships and are still open to more. How detailed are you about this in your profile?

Perhaps I am over-thinking this. But it's hard for me to relate. I have never really had a primary partner, and before learning about poly I avoided getting serious with anyone because the thought of being monogamous long-term was so odious to me. So I feel like someone whose profile says, "I have two girlfriends and a casual lover" would be much more suited to me than someone whose profile says "I have a wonderful wife of 10 years."

I guess I am thinking, I'd really prefer someone who has never wanted to get married because they couldn't choose just one person to marry, than someone who has already met the poly version of "the one."

But I am also still in the "dating" phase of my life (not ready to settle down in one house and one job forever, difficulty imagining a lifetime committed partnership), so maybe I am just immature for my age range.

Vitamin D may reduce risk of uterine fibroids, according to NIH study

Vitamin D may reduce risk of uterine fibroids, according to NIH study [ Back to EurekAlert! ] Public release date: 15-Apr-2013

Women who had sufficient amounts of vitamin D were 32 percent less likely to develop fibroids than women with insufficient vitamin D, according to a study from researchers at the National Institutes of Health.

Fibroids, also known as uterine leiomyomata, are noncancerous tumors of the uterus. Fibroids often result in pain and bleeding in premenopausal women, and are the leading cause of hysterectomy in the United States.

The study of 1,036 women, aged 35-49, living in the Washington, D.C., area from 1996 to 1999, was led by Donna Baird, Ph.D., a researcher at the National Institute of Environmental Health Sciences (NIEHS), part of NIH. Baird and her collaborators at The George Washington University and the Medical University of South Carolina screened participants for fibroids using ultrasound. They used blood samples to measure the primary circulating form of vitamin D, known as 25-hydroxy D. Those with more than 20 nanograms per milliliter of 25-hydroxy D were categorized as sufficient, though some experts think even higher levels may be required for good health. The body can make vitamin D when the skin is exposed to the sun, or vitamin D can come from food and supplements.

Study participants also completed a questionnaire on sun exposure. Those who reported spending more than one hour outside per day also had a decreased risk of fibroids. The estimated reduction was 40 percent. Although fewer black than white participants had sufficient 25-hydroxy D levels, the estimated reduction in prevalence of fibroids was about the same for both ethnic groups.

"It would be wonderful if something as simple and inexpensive as getting some natural sunshine on their skin each day could help women reduce their chance of getting fibroids," said Baird.

Baird also noted that, though the findings are consistent with laboratory studies, more studies in women are needed. Baird is currently conducting a study in Detroit to see if the findings from the Washington, D.C., study can be replicated. Other NIEHS in-house researchers, led by Darlene Dixon, D.V.M., Ph.D., are learning more about fibroid development, by examining tissue samples from study participants who had surgery for fibroids.

"This study adds to a growing body of literature showing the benefits of vitamin D," said Linda Birnbaum, Ph.D., director of NIEHS and the National Toxicology Program.

Facebook Home Launch Day commercial

Facebook's latest Facebook Home commercial, Launch Day, shows CEO Mark Zuckerboard addressing the team while one of the members screws around on -- you guessed it -- Facebook Home. As the zero-concentration span dude zips around his Facebook Home, what he sees gets made manifest, be it lawn cart or flood. And... it still seems more than slightly onanistic. It shows off Home for Home's sake, not for users sake.

Once again, we're shown beautiful people and gorgeous photography, and a way to keep up with everyone else's stuff but our own. While a big step up from the previous commercial, which featured half-naked people getting shut into overhead compartments on a plane, It still doesn't sell me.

How does Home make my phone better, rather than just make me a better trapped user of Facebook? Show me that. Give me that. Prove me that. And I'll get more excited. Right now it increasingly feels all about Facebook, and my phone should be all about me.

Apple's app-centric approach might be outdated, but it's not misdirected. Facebook Home is more a sideways, maybe diagonal step, not a forward one. Either way, it's not what needs to be next. I'm pretty much convinced that's still up for grabs. Actionable notifications feel like a step in the right direction. BlackBerry peak and flow another. What I want, where I want, when I want, a goal still left to be achieved.

I am excited all these ideas are being tested, however, because experimentation in the present is the fastest way to get results in the future.

For more on Facebook Home, check out Android Central ongoing coverage, and let me know your thoughts.
